had a luau for 6 and 8 year olds. made grass skirts out of green plastic table clothes, folded in half length wise, cut into sections about a yard wide, cut strips - they don't have to be too thin, up to about a inch from top fold, ran a green piece of yarn through the fold in top, made tissue flowers from bright tissue paper, attached the flowers to the front of the skirt with the twist ties for the flowers and tied the yarn around the girls waists. my 15 yo neice helped with the party. she want to take one home she loved it so much. this is a short term skirt. it can't be worn repeatedly, but looks great for one night.
