Probably too late to help you now but we did this at a school party for grades K-5. Took green garbage bags with the drawstring closures. Cut the bottoms off each bag and then cut strips up to about 1" from the drawstring. Gave the kids stickers and tissue paper flowers to attach with double stick tape. Then they just step into the bag, pull the drawstring around their waist until it's tight, and tie it into a bow and you have a grass skirt!
